how to improve morale

When I saw that email from our CEO about the recent survey's showing that morale has improved, one co-worker said it was probably because people had decided to lie and say that everything was fine and dandy, hoping the corporation would stop asking us to fill surveys after which nothing concrete is ever done to fix the situation.
