cold equations or lousy design?

Locus #638's column by Cory Doctorow about the Cold Equations was quite good. I've never read the tale, although I have read *about* it. Was there a reason why the rescue mission was designed with such narrow parameters that the pilot would have to murder his stowaway? This reminds me of the Michael Crichton Lousy Design approach.
